Your team can't see you yet
Setup sends one test broadcast through the same path your agent's hooks use, then reads it back from the team. That round trip did not complete, so nothing you do on this machine is reaching anyone yet. The message names the step that failed: queued but never sent (the drainer daemon), sent but refused by the server (the reason it gave), or sent but not readable back.
Run shoti doctor and fix what it flags — most often shoti login (expired session) or shoti team use <name> (active team you are not a member of). Then run shoti onboard --round-trip again. If the test broadcast itself arrived but your repo's work does not, the folder is not linked: run shoti repo link inside it.
