The slow-clock workmap pass found more exact-deduped intents than its measured clustering ceiling and refused before embedding or writing a partial map.

Inspect the saved workmap report. Before raising MaxCorpusIntents, rerun BenchmarkPassCorpusCeiling at the proposed limit and confirm the complete pass stays inside the worker deadline.
